Steps to Achieve Meaningful Use

Oxbow guarantees that the Oxbow EMR is a Meaningful Use-certified EMR, which is one of the requirements that must be met. Further, the Oxbow EMR is certified on 100% of the available optional components, which gives practitioners submitting with Oxbow EMR the maximum flexibility in meeting all the Meaningful Use reporting requirements. However, there are many steps to obtaining Meaningful Use that are beyond the scope of the EMR, such as which staff members have physical access to computers, locking procedures for outside doors, etc. Beyond the Meaningful Use-certified EMR, Oxbow will help you understand what is needed, but ultimately, you will be responsible for meeting the additional requirements for Meaningful Use.

"The deciding factor for me, the reason Oxbow stood out from the crowd, was its attention to quality measures and managing population data."

In all cases, practitioners must already have an EMR and demonstrate they are using it in a Meaningful Way in order to qualify for the grant payments. There is no prepayment or automatic payment. Demonstrating Meaningful Use is an involved process with rigorous reporting requirements. Oxbow EMR does much to facilitate and automate these, but even with Oxbow’s powerful reporting tools, practitioners should be prepared for a substantial amount of work, as one would expect in submitting a government grant application. Fortunately, the requirements are specific, and all qualifying physicians who report properly should receive the payments per the terms defined below.

Medicare Physicians can qualify for up to $44k in the form of a 75% bonus to Medicare Part B payments. Physicians in an HPSA (Health Professional Shortage Area) will receive an additional 10% bonus on these payments.

Medicaid Physicians and other prescribers (Nurse Practitioners, Physician Assistants) can qualify for up to $63,750 in the form of an 85% reimbursement for the EMR fees already paid. Because this is a reimbursement, it is also a function of the pricing of the EMR. This will be a max of $21,250 in year one and up to $8,500 per year for the next 5 years.

Practitioners must select one track or the other (Medicare or Medicaid) and cannot do both.

All states have received federal funding to provide support to physicians to achieve Meaningful Use in their state through a Regional Extension Center (REC). Oxbow can help put you in touch with your REC for further support.
